Julio César Turbay Ayala was a Colombian lawyer and politician. He served as President of Colombia, from 7 August, 1978 to 7 August, 1982. He was also Minister of Foreign Affairs, from 7 August, 1958 to 1 September, 1961, Permanent Representative of Colombia to the U.N., from 1967 to 1969, Colombian Ambassador to the U.K., from 6 January, 1973 to 15 January, 1975, and Colombian Ambassador to the U.S., from 29 April, 1975 to 1976, among other duties.

President Turbay was the son of Rosaura Ayala Hernández and Antonio Amín Turbay, a businessperson and merchant. His father was born in Tannourine, Lebanon. His mother was from San Juan de Rioseco, Cundinamarca. He was married to Amparo Canal Sandoval, until his death. He had four children with Nydia Quintero Turbay, including lawyer and politician Julio César Turbay Quintero, murdered journalist Diana Turbay, and journalist and diplomat Claudia Turbay Quintero, who has also been an ambassador. Nydia was President Turbay’s niece. Their marriage was annulled by the church.

President Turbay’s brother, Aníbal Turbay Ayala, was the paternal grandfather of Colombian-American actress, model, beauty queen, and television presenter Paola Turbay.

President Turbay’s paternal grandfather was named Amin Turbay (the son of Antum Bey Turbay). Amin was born in Tannourine El Tahta.

President Turbay’s paternal grandmother was named Neyfa Turbay. Neyfa was born in Tannourine.

President Turbay’s maternal grandfather was named Idelfonso Ayala.

President Turbay’s maternal grandmother was named Andrea Hernández. Andrea was born in Vianí, Cundinamarca, Colombia.
