Raúl Alfonsín was an Argentinian lawyer, politician, and statesman. A member of the Radical Civic Union, he served as President of Argentina, from 10 December, 1983 to 8 July, 1989, among other duties.

President Alfonsín was the son of Ana Maria (Foulkes) and Serafín Raúl Alfonsín Ochoa. His son is lawyer, academic, and politician Ricardo Alfonsín.

President Alfonsín’s paternal grandfather was a Galician Spanish immigrant. His maternal grandfather had British Isles (Welsh, English, and Scottish) ancestry. The rest of President Alfonsín’s ancestry was one quarter Basque and one quarter Argentinian/Spanish.

President Alfonsín was also said to have German ancestry, through his father. It is not clear if this is accurate.

President Alfonsín’s maternal grandfather was Ricardo Foulkes (the son of Richard Foulkes and Mary Ellen Ford). President Alfonsín’s grandfather Ricardo was born in Ayacucho (present-day Peru). President Alfonsín’s great-grandfather Richard was born in Liverpool, England, the son of John Foulkes and Ana/Ann Logdon, and is said to have been of Welsh ancestry. Mary Ellen was born in the Falkland Islands, the daughter of Thomas Ford, who was born in Ivybridge, England, and of Ann McViccar, who was of Scottish descent.

President Alfonsín’s maternal grandmother was Ana Angela Iseas Echegoyen (the daughter of Fortunato Isea/Iseas Melo and Dominga Etchegoyen Galarreborda). Fortunato was the son of Lorenzo Iseas and Mariana Merlo/Melo. Dominga was born in Chascomús, Argentina, to Basque parents, Antonio Etchegoyen, from Spain, and María Galarretborda, from France.
