Carlos Roberto Flores is a Honduran politician and businessperson. He served as President of Honduras, from 27 January, 1998 to 27 January, 2002, as well as Minister of the Presidency, from 1982 to 1984, and President of the National Congress, from 25 January, 1994 to 25 January, 1998.

Carlos is the son of Margarita Facussé de Flores and journalist Óscar Armando Flores Midence. He is married to Mary Flake de Flores, who is American-born. Their daughter is journalist, lawyer, politician, and diplomat Mary Elizabeth Flores.
