I have met Cape Verdians who had stright hair and could pass for Italian if they wanted to, but they claimed black! CV’s, unlike PR’s and DR’s hardly ever front on their blackness!
Cape Verdeans only id as black because they do not like to make waves and want to just fit in. Race is not an issue with cv’s until they come to America. Instead of explaining everything, it’s easier for many to say “black” even when they look Mediterranean. Besides, black people love for a slick haired, green eyed person to claim black or African. They will make many black friends! Imagine someone looking like Suzanna Lubrano telling black people that she is African! Black people can then point to her and say, “See, Africans come in all complexions, and with varying hair and phenotypes!”
