Laleh Pourkarim is an Iranian-Swedish singer, songwriter, record producer, guitarist, pianist, record company manager, and actress.
Laleh was born in Bandar-e Anzali, Iran. She is the daughter of Atefe Wasei and Houshang Pourkarim. Her father was an artist, journalist, and prominent ethnologist and rural sociologist. She has stated:
My mother came as a refugee to Iran from Azerbaijan and Georgia, my father is from northern Iran. Therefore, it’s hard for me to say that I only feel like an Iranian when her Azerbaijani background is in me and was important to her.
Her family left Iran in 1983 to live in Azerbaijan, and later to Minsk, Belarus. Laleh also spent some time in Berlin, Germany. She moved to Sweden when she was eight.

“Wasei” is a unusual name, it sounds more East Asian
Her mother was called Atefe Wasei and was born in Teheran, Iran, so Georgia doesn’t make any sense here.

I must have got that part wrong, thank you for correcting me.
The paper wrote that she was born in Teheran, but Laleh herself has said that her mother was a refugee to Iran.

It does not sound like her mother was ethnically Iranian from this statement. Her father though was likely Gilaki since that by far is the largest ethnic group in Bandar-e Anzali.
