Western Europeans do have a common ancestory with people from Iberia (Spain & Portugal). Celts where known for having Black hair. Its just that the UK, Belgians and Dutch interbred more with Germans and Scandinavians more.
Look at French people, those from the north look more German and those from the South look more Spanish.
